(I use Macromedia Flash 8 )
When you are finished with the animation do the following:

File > Publish Settings

Check GIF Image (.gif)

Choose GIF above

Dimensions: (It's optional, for avatars or just want it to be smaller)

Playback: Check Animated and Loop continuously

Options: Optimize colors and Smooth

Pallete type: Adaptive

Max colors: 9999

Press OK

File> Publish Preview > GIF

Then you save it!
